1. PROVISION OF DRILLING FLUIDS SERVICES

The CONTRACTOR shall provide suitably qualified and experienced inspector(s) to verify that proposed equipment conforms to all applicable standards, is properly certified and meets contract requirements. Additionally, the personnel will witness key inspections and function test items of equipment
3. PROVISION OF DRILLING BITS

SCOPE OF WORK
The CONTRACTOR is to provide Bits and Accessories, Engineering Services for Drilling Bits in order to support COMPANY’s drilling and work over activities in the Area of Operations.
BIDDERS REQUIREMENTS
1. Limited liability company established under the laws of Republic Indonesia.
2. Must hold valid licences and certificates of related business qualification and classification for the subject service.
3. Must have minimum five years experience in similar services.
4. Must be able to provide suitably experienced and qualified personnel.

ANNOUNCEMENT FOR PRE-QUALIFICATION
TENDER No. PS-07-008
PROVISION OF TECHNICAL AND SUPPORT SERVICES FOR GAJAH BARU PROJECT
PREMIER OIL NATUNA SEA B.V., a Production Sharing Contractor with BPMIGAS, hereby invites qualified and experienced Bidders to participate in a Reimbursable Technical Support Services Contract to support Premier Oil during execution of the Gajah Baru Development Project in , Tender No.: PS-07-008.
WORK DESCRIPTION
- To assist Premier to monitor and ensure that Premier’s, quality, safety, schedule and budget objectives are achieved by our other contractors during execution of the Gajah Baru Project in
Natuna Sea
- The support services will be required during all phases of the development from engineering, procurement, construction, installation, to hook-up and commissioning.
SOPE OF WORK
- Contractor will provide services, which must be carried out by highly experienced and capable personnel, and systems to monitor and assess Premier’s contractors performance during all phases of the development from FEED through to commissioning and start up and to support Premier Oil with the procurement of long lead items. Contractor’s primary role will be to ensure that the integrity of Company’s contract terms and conditions, “Basis of Design”, project schedule, budgets and safety standards are maintained during execution of the Gajah Baru Project.
KEY BIDDER’S QUALIFICATIONS:
- Must be in possession of all mandatory administrative documents.
- Must be able to exhibit extensive experience in supporting Production Sharing Contractors to maintain the integrity of their contract terms and conditions, “Basis of Design”, project schedule, budgets and safety standards during execution of offshore projects of a similar size and nature.
- Must be able to exhibit highly qualified and experienced engineering, procurement, construction, installation and commissioning personnel to support Company in its objective.
- Must have design office capable of supporting the Gajah Baru Project. It must be fully equipped with technical library of international codes and standards, legally operational engineering softwares and in place document control system.
- Must be financially sound and capable of providing technical and a support services for a project of this size.
- Must successfully pass Premier’s full technical evaluation process
REGISTRATION:
Bidders must submit the following pre-qualification requirements at registration. Bidders failing to supply or who fail to meet the requirements will not be invited to submit a tender. Bidders invited to submit tender must pass the technical stage (stage 1) before being invited to participate in commercial stage (stage 2):
- A valid business licence, SIUP (Surat Izin Usaha Perdagangan)
- A valid Tax Identification Number (NPWP).
- Taxable Entrepreneur (PKP).
- A copy of Articles of Incorporation and related amendments as legalized by the Minister of Justice and registered with the pertinent court.
- Bank Reference (reference from a foreign bank domiciled abroad must be accompanied with a reference from the Bank of Indonesia.
- Evidences of payment for taxes (SPT/PPh) of last year.
- Posses report of last three months for PPh Pasal 25 or Pasal 21/Pasal 23 or VAT.
- Joint Venture Agreement (only for a company who forms a JV association)
- Last Year’s Financial Statement approved by Public Accountant.
- Summary of experiences within oil and gas activities of providing similar services during the last seven (7) years with at least one of the previously delivered services during this period has value of not less than US$1.8 million
- Summary of work currently in progress.
- Surat Keterangan Terdaftar MIGAS (MIGAS Registration Letter)
- Business Qualification/Classification: D.0703/04 (Perusahaan/Koperasi Bukan Usaha Kecil)
ESTIMATED CONTRACT DURATION:
- June 2008 to March 2011
